Joining the project will not cost you anything, nor involve you in anything further unless you wish it too.

To take part you do need a Family Tree DNA account, whether you have tested there or not, is not important as if you have tested at another site such as AncestryDNA, MyHeritage or 23andMe you can download your raw DNA data from your testing site and upload it to Family Tree DNA free. Please go to https://www.familytreedna.com/autosomal-transfer for more information on uploading your data.

The project is accepting all types of DNA test as besides wanting to trace the male line back connections between branches are sought. However, it would be fantastic if more men with the name MORNIN, MORNING or MORNAN could take a yDNA test, if not already done this would involve a cost though.
